While I assume that it was done in joke at the time, I do think a "limited big fuss" is in order to impress upon them that it isn't appropriate and was done in bad taste (if nobody fusses at all, then there would be no reason for them to think they did anything wrong). Hopefully all involved learned their lesson and they can get back to their training... hmmm, I too wonder what they were trying to accomplish.
